OCDC Discusses Elnoka, Marijuana Cultivation/Dispensary and OGC

Sue Millar Chaired the May 10th meeting of the Oakmont Community Development Committee (OCDC).  Director Klyn was present as the Board liaison.

Four topics were discussed.  Ms. Millar said the Elnoka Project has stalled.  The Marijuana growing permit request for Annadel Estate Vineyards and Novavine is about a year out.  Sue Millar and Wally Schilpp went to view the greenhouse where starts will be grown.  This greenhouse is located behind the Annadel Estate winery residential property and not visible from Highway 12.  There will be no in-ground growing.

OVA assistance for the OGC drew the most discussion.  Both Sue Millar and Wally Schilpp voiced concerns regarding OVA member assistance to a for-profit business.  Will this assistance leave OVA open to liability and loss of their 501c tax status?  They were concerned that our OVA attorney also represents the OGC as this poses a conflict of interest.  Also mentioned were concerns about Board Directors who are members of the OGC.  If so, they should recuse themselves from voting.  One committee member mentioned that the establishment of a sub-association consisting of homes that back up to the golf courses is being considered to provide assistance.  The final comment about OGC assistance was for all residents and Board Directors to look at this from a business standpoint, not from an emotional one.

The Cannabis Dispensary permit requester plans to sell cannabis accessory products like vaping equipment as well as cannabis.  The committee members were concerned about the increased traffic into our community. Director Klyn said that the community has voiced overwhelming opposition to the establishment of a dispensary in Oakmont.  She said that the Directors are prepared to voice a strong opposition to this request.  The Board has a meeting on Monday, May 14, 10 am at East Rec Center to inform the community of their position.

    Can you confirm your statement regarding there will be no in ground growing by reviewing the permit application? I recall reading in an article (The Press Democrat article?) and a quote I read by owner indicated the permit application was for inside as well as outdoor growing acreage.
