We are making an exception in this case, because of the importance and timeliness of the topic and the failure of transparency by the OVA Board of Directors. OVA members should have seen cost estimates along with the conceptual plans presented to us last summer, and we certainly should have such estimates in hand before being asked to vote for new members of the Board this spring.]
The Oakmont Village Association (OVA) is advancing discussions regarding a Central Area Complex Master Plan, which includes ambitious and costly building projects. In September 2024, the Board of Directors voted to move this project forward into the cost modeling phase, a critical step in understanding the financial implications and feasibility of these potential improvements.
A Cost Modeling Report has been submitted to the Board; however, it has not been shared with the general membership. Transparency at this stage is essential to ensure all members, especially those considering leadership roles in the upcoming election, are informed about the preliminary cost estimates for these significant undertakings.
What Does a Preliminary Cost Modeling Report Typically Reveal?
At this early stage, a cost modeling report typically provides key insights, including:
- Cost Estimates for the Concepts – Members could see the projected financial range for each proposed design option approved by the Board. This includes construction, landscaping, accessibility features, and parking improvements.
- Breakdown of Expenses – A detailed allocation of costs—materials, labor, contingencies, and soft costs (such as architectural and engineering fees)—would illustrate where funds are prioritized.
- Impact on Dues or Assessments – Preliminary modeling often estimates how such projects might affect member dues or necessitate special assessments, use of reserve funds, giving the community an idea of long-term affordability.
- Timeline and Phased Development – The report may outline proposed timelines and whether the project would be implemented in phases, enabling flexibility and adjustments based on feedback or funding availability.
- Comparison with Existing Conditions – Cost estimates could include what it takes to upgrade or maintain current facilities versus investing in entirely new structures.
- Economic Implications for Members – Knowing these figures helps members assess how the project aligns with the community’s fiscal health and broader goals.
