OVA Committee Notes: Long Range Planning Committee – 2025-04-08

The Oakmont Village Association LRPC met in Suite B of the OVA offices today. The LRPC normally meets on the first Monday of each month (except this month and next, when it has been scheduled a day later to avoid conflict with the OVA Annual Meeting). Minutes should be posted soon after the Committee approves them, at the meeting following the one for which the minutes apply. This month’s meeting was fairly short, with no presentations but several discussions. The first agenda item to be discussed (under item IV.a.) was the effort by directors Matt Oliver and Jess Marzak to get estimates for various components of the ArchiLOGIX “Walk in the Park” concept. From what Jess said today (and I had not heard this before), what ArchiLOGIX delivered as a “cost model” applied only to the entire concept, with no breakout of individual components such as the Berger and CAC upgrades, moving the pool, constructing a new building with fitness center and offices, etc. My conclusion is that the projected cost was so high that there is no way that Oakmont would find it acceptable, and the Board will, of course, want to pick and choose what to include in the Master Plan. From what Jess said, the progress from Nordby is slow, but if they are able to get the estimates they want from Nordby, there will be no additional charge to OVA. If this approach does not reach a satisfactory conclusion, then there will have to be a new contract with some appropriate firm to create the cost estimates that the OVA Board needs to make any decisions about what is to go into the Master Plan.

Under item IV.b., Christel gave an update on the effort to do an infrastructure audit of OVA facilities. She expects a full team to do the work to be pulled together by May 2. In response to my questioning about the relationship between this effort and the periodic Reserve Study that OVA contracts for, and during the discussion that follows, she made the following points:

• The Reserve Study contractor is not an expert in all the facilities, and relies on OVA to provide data on which to base the dollar forecasts for future maintenance needs.
• As maintenance and upgrade is performed each year, the OVA staff accumulates information about all work done, to be provided to the Reserve Study contractor.
• The asset maintenance audit results will be structured to be provided to the Reserve Study contractor when he starts his work. This should result in substantially better estimates of future needs, to be include in the Reserve Study.

For item IV.c., the acting chair reported that Chairman Rex Fuller is currently recovering from him surgery. There was no other report.

Item V.a. entailed a discussion of the status of the Oakmont demographics report which was presented at last month’s meeting. The working group who prepared it confirmed that the current version is the final one, so it is ready to be provided to the OVA Board. The committee voted to do so at the upcoming Board meeting. The Board will then decide how to disseminate it to the community, possibly with a town hall meeting.

There was no Old Business (item VI.) to discuss.

The next regular meeting of the Committee will take place on May 6, to avoid conflict with the OVA Annual Meeting (and election results announcement) that will take place on May 5. The minutes of today’s meeting should be posted on the LRPC web page within a few days after the May 6 meeting.
